I use Topcashback.co.uk all the time and very rarely have issues. If a retailer declines cashback, I understand why! With NCP everything tracked fine and was 'pending' as normal. I've just noticed now cashback though this was declined, for no apparent reason! Not impressed!

Conned, I booked a car park with 15.75% cashback offered then I ended up with less than £5 instead of £13, this happened on 2 separate bookings, so I would not use this supplier again.
